In the aftermath of the Aspen Fire in June of 2003, Pima County initiated the revision to the RVC zone and rezoning of 15 acres. In October of 2004, the Pima County Administrator initiated the Mount Lemmon Development Team consisting of county staff, property owners, and consultants. The goals of the project are to rebuild Summerhaven in a manner consistent with the historic context, and to respond to the present needs and goals of the community. The community has had considerable input in the design and agrees that the uses and design are compatible with the Summerhaven Community.

The proposed use of Summerhaven Village Center is a mixed-use pedestrian-oriented village center, consisting mostly of structures and uses that have historically been present in the village. These uses include a lodge, community center, and a mix of small scale retail and residential. The Community Center is the primary addition, which resulted from the combined efforts of Pima County and the Mount Lemmon community. Phase one development includes the lodge and community center as well as the public road and utility improvements.
